Citizen-centric data management

A citizen-centric data management layer is a pre-presentation layer that encapsulates information from various interfacing public administration information systems. The purpose is to provide a bucket of citizen-centred information that comprises of the basic modules (Education, Health service, social security and tax services) and can be extended by subscription to additional modules (transport department, companies house, Universities etc).

Citizen retains ownership of the data kept by public administration and emphasis is given on costing of services and accountability of public administrators.

Edit 23.11.09: Following is a presentation I prepared to describe the idea. I would really like to hear your opinion and try to clarify things if needed. If you want to discuss it get in touch!
